Do I Need an E-Way Bill for House Shifting?

If you are getting ready to relocate to a new home in another neighborhood or city, you’ve probably come across a long list of documents to organize: consignment notes, packing lists, transport receipts, and... E-Way Bills.

Hearing about tax portals, commercial permits, and E-Way Bills can make anyone panic.

Do you really need to generate a government tax document just to move your own couch, TV, and clothes?

Here is the direct, stress-free answer you need.

The Quick Answer: _NO!_ You do NOT need an E-Way Bill for shifting your used personal household goods.

Under the Goods and Services Tax (GST) laws in India (specifically under CGST Rule 138, Sub-rule 14), "used personal and household effects" are explicitly exempted from E-Way Bill requirements.

It does not matter if your total household belongings are worth ₹1 Lakh, ₹10 Lakhs, or ₹50 Lakhs—because they are personal, used items, no E-Way Bill is required for their transport.

Why Does the Confusion Happen? The confusion usually arises because an E-Way Bill is mandatory for commercial goods valued over ₹50,000.

Sometimes, movers or transport drivers who handle both commercial freight and household shifting confuse the rules, or they might ask for an E-Way Bill out of an abundance of caution at highway checkpoints.

What Paperwork DO You Need for House Shifting? While you don't need an E-Way Bill, your moving truck should carry basic shifting documentation to ensure smooth passage through interstate or city checkpoints:

Inventory Packing List: A detailed list prepared by you or your packers showing all boxes, appliances, and furniture pieces.

Consignment Note / Lorry Receipt (LR): Issued by your professional packing and moving company.

Mover’s Invoice: The service bill provided by the moving agency for packing and transportation.

The Only Exception: Brand-New Items

If you bought a brand-new appliance (like a newly ordered Smart TV or double-door refrigerator) that is being delivered straight from the store/factory to your new house, the seller must generate an E-Way Bill if its value exceeds ₹50,000. But for everything you already own and use? You’re completely exempt!
